題名:Prototype Hierarchical UAS Traffic Management System in Taiwan

摘要:A prototype hierarchical UAV Traffic Management (UTM) system is designed and constructed in Taiwan for UAV flight surveillance and management. The hierarchical system structure is proposed for UAV performance below and above 400 feet. Under CAA regulations, UAVs flight below 400 feet in non-integrated airspace are superintended by local county government in regional operation; while UAVs flight over 400 feet into integrated airspace need to approve and superintend by CAA in conjunction with air traffic control (ATC) and management (ATM). A general ADS-B Like communication infrastructure is designed and tested for UAV surveillance considering sub-urban and remote areas. CAA Taiwan publishes “UAV Specification Regulation System (SRS)” to regulate pilots, UAVs, airspace, registration, inspection, maintenance and safety in a national cloud database for general use. Based on the UAV SRS, the hierarchical UTM will accept UAV flight applications by qualification verification of pilot and UAV registrations, and proceed to check the daily flight plan. One of the ADS-B like communication choice shall be selected and equipped on airborne with pilot’s mobile phone being pre-test before flight approval. The ADS-B Like is tested with options of mobile 4G/LTE, APRS, ZigBee(XBee) and LoRa. For all flights in Regional UTM (below 400 feet), at least one option is required, and for all flights into Taiwan’s National UTM (above 400 feet) two or more options are suggested to maintain high surveillance reliability for safety. A UTM Cloud is constructed for data exchange and accessing. Flight surveillance data are reported into the “UTM Cloud” that UTM managers and CAA moderators are authorized to log in and download. All UTM surveillance data are encrypted for information security. An encryption mechanism is designed to process real time data from all UAVs. The UTM Center establishes parallel computer system with multi-tableau to display all UAVs in flight operation under various regional basis. Detect and avoid is activated by detecting UAVs in approaching into the same airspace. Traffic alerts to pilots via personal mobile phones will be sent by voice calls. Although the Regional UTM is superintended by the local county government, UAV flies across regional boarder shall continue to landing to the next Regional UTM. General “hand-off” process will not apply to reduce chaos. It is therefore, Regional UTM will include several regions into one operation center in the trial runs. Processes to check pilot and UAV status during log-in are carried on Internet via personal computer or APP on mobile devices. After UAV has landed, the log-out process will keep the flight data into logbook of pilots and UAVs for long term management. Since the proposed ADS-B Like communication can cover wider range, the Regional UTM and National UTM are integrated in one center during the initial operations while UAV flight density is still low. The prototype UTM is tested and demonstrated under hierarchical architecture to assure UAV flight safety.
