題名:Safety Enhancement for Military Aircraft and UAV into Integrated Airspace

摘要:Marine Patrol Aircraft (MPA) as well as Unmanned Aerial Vehicle (UAV) usually carry on missions near or inside the National Airspace System (NAS). They bring serious aviation safety impact to civil air transportation in Air Traffic Control (ATC) and Management (ATM). The feasibility study on MPA to equip with ADS-B and UAV to perform with ADS-R from the UAV Traffic Management (UTM) into NAS is studied. The MPA ADS-B should get major alterations to fit both ICAO and military requirements; while the UAVs shall also be obliged for ADS-R pronouncement to ATM. This paper evaluates the advantage and utilization method of “tactical mode” ADS-B in MPA and ADS-B Like on UAVs via ATM to fly into the integrated airspace. The proposed surveillance mechanism for MPA concerns mission assignment confidentiality and flight safety. Together with the proposed tactical mode ADS-B, appropriate procedures are also constructed to operate transponder throughout all phases of mission. The UAV uses ADS-B Like to rebroadcast traffic information via ATM is constructed. In the controlled integrated airspace, the military aircraft can receive all airborne flight information to maintain position confidential to others and perform active collision avoidance. On the contrary, since the UAVs are blind to maneuver, the ADS-B Like mechanism can rebroadcast surveillance data into Aeronautical Telecommunication Network (ATN), manned aircraft can perform detect and avoid (DAA) from pilots and assisting by air traffic controllers for avoidance. This paper presents the feasibility study of the proposed tactical mode ADS-B in MPA and ADS-B Like rebroadcast on UAV in ATM/UTM performance. The major goal of this paper tries to maintain NAS flight safety to all military aircraft and UAV with full surveillance coverage.
