摘要:遙控無人機完成立法,將適度開放民間使用,然而遙控無人機及其系統(UAS)需要建立一套有效的管理系統,讓遙控無人機在發揮其任務功能的同時,亦能保障飛航安全。本計畫將依循民航局制定之遙控無人機管理規章及「遙控無人機規範管理系統」,建立遙控無人機飛航管理系統雛型。本計畫所提的UTM將以雲端階層式架構,規劃區域中心及全台中心,執行遙控無人機的飛航與管理。本計畫將以遙控無人機使用者自主上網登錄為原則,透過「類自動回報監視」可用的通訊技術建立遙控無人機飛行通報與即時監控。區域中心(RUTM)將在感測與避讓的技術下,執行400呎以下的流量管理,全台中心(NUTM)則監管400呎以上高度的飛行。區域中心及全台中心之飛航資料將自動連線輸入與儲存於雲端資料庫中。「遙控無人機規範管理系統」下之遙控無人機飛航管理系統的建置將包含資訊登錄、認證、存取、發布、加密、後勤、安全、權限、紀錄、追蹤等功能。本計畫所提之階層式無人機飛航管理將完成全台無人機飛航作業監管的雛型架構,作為民航局後續發展的參考。本計畫衍生應用UTM數據於地面控制系統的備援資料,以及建立UAS大數據資料庫,將成為未來發展無人機飛航作業品質保證於飛航安全與營運風險研究分析基礎。 Remotely Piloted Aircraft System (RPAS) has been included into Civil Aeronautical Law and will open for civilian use. However, RPA and RPAS needs to establish an effective management system to assure the RAPS flight safety under missions and functions. This project follows the revised Civil Aeronautical Law and newly established “UAS Specification Management System” to construct a prototype UAV Traffic Management (UTM). The proposed UTM will built in hierarchical structure cloud system to divide into Regional UTM Centers (RUTM) and Taiwan National UTM Center (NUTM) to carry on UAV operation and management. The proposed UTM Centers will be open for users to log in for flying UAVs. The UAVs are under all ADS-B like communications for flight data downlink and real time surveillance. Traffic management under Sense and Avoid (SAA) under 400 feet will be monitored by RUTM Center, while all flights above 400 feet are belong to NUTM. Flight logbook for UAVs and pilots will be signed and recorded for management. RUTM and NUTM flight data are automatically linked to enter and store into cloud database. Under the CAA “UAS Specification Management System”, the proposed UTM constructing functions include registration, authentication, acquisition, pronounce, encryption, logistics, security, authorization, record and tracking. The proposed UTM system will complete a prototype structure as a reference for CAA in further development. Since UAV flight data can be completely recorded, this project will extend UTM data for ground control station as redundant support, and additionally establish a UAS big data for further analysis and study on UAS flight operation quality assurance (FOQA) for flight safety and operation risk.
